What is the reason there is a difference between data.ai download estimates and a publishers' actual downloads?

Sometimes a publisher may have a different definition of what constitutes a download. data.ai counts unique downloads on a daily basis from iOS and Google Play app stores. Downloads do not include app updates or when the same account deletes and re-downloads an app, or downloads the app on another device.
